After meeting with your constituents, you have decided you should cut the part of the bill that lets the dirtier materials be used that will in turn put heavier taxes on the residents. But your fellow representative, whose district contains the manufacturing plant, says that they will not be able to afford the more expensive materials without more money. What do you do?

Say that you will not let the interests of your constituents fall by the wayside, as it is your responsibility to uphold their interests on a national level.

Move the taxes over to the businesses that collect and use the expensive materials.
