Starting local has it's advantages, certainly. You receive a call from Washington, informing you that the State Department has interest in 'Sphere.'
They'd like to use your new network as a platform for mass surveillance. The President is a hardliner on domestic overwatch, and believes your app could not only save lives, but change the way we live.
They'd like to help with rollout and spreading 'Sphere,' but only if they have full access. Something they're calling, 'Nation-Wide Coverage.'
